 Yes, people are fine with letting things fizzle out, i.e. ending things without notification.

Generally, people don't like to reject others because it can be upsetting or hurtful. And if it's only a casual acquaintance with whom there's no future, then why risk an ugly scene? No one likes drama.

Also, I think women are pretty good at reading between the lines and hope we are, too. So if they're not putting in the effort to get together, they hope we get the message.
